European Definition

Preparedness means a state of readiness and capability of human and material means, structures, communities and organisations enabling them to ensure an effective rapid response to a disaster, obtained as a result of action taken in advance. [1]

The knowledge and capacities developed by governments, professional response and recovery organisations, communities and individuals to effectively anticipate, respond to, and recover from, the impacts of likely, imminent or current hazard events or conditions. [2]


UNDRR

Preparedness action is carried out within the context of Disaster Risk Management and aims to build the capacities needed to efficiently manage all types of emergencies and achieve orderly transitions from response through to sustained recovery. Preparedness is based on a sound analysis of disaster risks and good linkages with early warning systems, and includes such activities as contingency planning, stockpiling of equipment and supplies, the development of arrangements for coordination, evacuation and public information, and associated training and field [[exercise|exercises]]. These must be supported by formal institutional, legal and budgetary capacities. The related term “readiness” describes the ability to quickly and appropriately respond when required.

Kesiapsiagaan: Pengetahuan dan kapasitas yang dikembangkan oleh pemerintah, lembaga-lembaga profesional dalam bidang respons dan pemulihan, serta masyarakat dan perorangan dalam mengantisipasi, merespons dan pulih secara efektif dari dampak-dampak peristiwa atau kondisi ancaman bahaya yang mungkin ada, akan segera ada atau saat ini ada. WHO

Preparedness are pre-disaster activities, including an overall strategy, policies, and institutional and management structures, that are geared to helping at-risk communities safeguard their lives and assets by being alert to hazards and taking appropriate action in the face of an imminent threat or the actual onset of a disaster. Australia

Preparedness is defined as arrangements to ensure that, should an emergency occur, all those resources and services which are needed to cope with the effects can be efficiently mobilised and deployed. [14]

NIMS
A continuous cycle of planning, organizing, training, equipping, exercising, evaluating, and taking corrective action in an effort to ensure effective coordination during incident response. [61]

Within the National Incident Management System, preparedness focuses on the following elements: planning; procedures and protocols; training and exercises; personnel qualification and certification; and equipment certification.

NFPA
Ongoing activities, tasks, and systems to develop, implement, and maintain the program capabilities. [62]

Preparedness: Anticipating and planning response and recovery to unpredictable events. [63]



Other Definitions

Ontario (Canada)

Preparedness is defined as actions taken prior to an emergency or disaster to ensure an effective response. [64]

These actions include the formulation of emergency response plans, business continuity/continuity of operations plans, training, exercises, and public awareness and education.

Préparation: mesures prises avant une situation d’urgence ou un sinistre pour assurer une intervention efficace. [64]
