European Definitions

ENISA

Mitigation is the limitation of any negative consequence of a particular event (refers to ISO/IEC Guide 73). [1]


CLIMATE-ADAPT

Mitigation: An anthropogenic intervention to reduce the anthropogenic forcing of the climate system; it includes strategies and measures to reduce greenhouse gas sources and emissions and enhancing greenhouse gas sinks. [2]

Examples of mitigation measures are renewable energy technologies, waste minimization processes and public transport commuting practices, etc.

EU Project

The EU EURAM project defined Risk mitigation as:

Action of reducing a risk by implementing security controls, taking assurance measures, avoiding the risk, or transferring the risk to another party. [3]

CARICOM

The lessening or limitation of the adverse impacts of hazards and related disasters. [4]


UNDRR

The lessening or limitation of the adverse impacts of hazards and related disasters. [5]

The adverse impacts of hazards often cannot be prevented fully, but their scale or severity can be substantially lessened by various strategies and actions. Mitigation measures encompass engineering techniques and hazard-resistant construction as well as improved environmental policies and public awareness. It should be noted that in climate change policy, “mitigation” is defined differently, being the term used for the reduction of greenhouse gas emissions that are the source of climate change.

Mesure d’atténuation: La réduction ou la limitation de l’impact négatif des aléas et des catastrophes. [6]


Митигация: Уменьшение или ограничение отрицательного воздействия угроз и связанных с ними бедствий. [7]


Mitigación: La disminución o la limitación de los impactos adversos de las amenazas y los desastres afines. [8]


التخفيف : التقليل أو الحد من الأثر السلبي للأخطار والكوارث المتعلقة بها. [9]


Mitigasi: Pengurangan atau pembatasan dampak-dampak merugikan yang diakibatkan ancaman bahaya dan bencana terkait. [10]


Pengurangan: Mengurangkan atau menghadkan kesan buruk bahaya dan bencana yang berkaitan. [11]


减轻 - 减轻或最大限度地减少一次危害事件的不利影响。[12]

说明:通常无法完全避免灾害、特别是自然灾害的不利影响,但可以通过各种 战略和行动大大降低其程度和严重性。
减轻措施包括工程技术和抗灾建筑,以 及改善环境、社会政策、提高公众认识。应当指出,“减轻”在气候变化政策 中的定义不同,该术语用于表示减少作为气候变化根源的温室气体排放。

UNDHA

Mitigation: measures taken in advance of a disaster aimed at decreasing or eliminating its impact on society and environment. [14]


Mitigación: Medidas tomadas con anticipación al desastre, con el ánimo de reducir o eliminar su impacto sobre la sociedad y medio ambiente. [14]


Atténuation: Mesures prises avant une catastrophe visant à réduire ou annuler son impact sur la société et l'environnement. [14]



UN/IPCC

Mitigation (of disaster risk and disaster): The lessening of the potential adverse impacts of physical hazards (including those that are human-induced) through actions that reduce hazard, exposure, and vulnerability. [15]



National Definitions

Argentina

Mitigación: Conjunto de acciones y medidas de prevención y preparación destinadas a disminuir, atenuar o limitar el impacto de un evento adverso. Tales acciones y medidas pueden ser estructurales o no estructurales. [16]



Australia

Mitigation are measures taken in advance of a disaster aimed at decreasing or eliminating its impact on society and environment. [17]


New South Wales
Mitigation: measures taken in advance to reduce the likelihood or consequence of a hazard or threat. [18]


Brazil

Mitigação: Processo de limitar os efeitos e a gravidade de mudanças climáticas e tentar capturar o CO2 na atmosfera para a vegetação ou, no futuro, em tecnologias de Captura e Reserva de Carbono (CCS). [19]

Uma boa parte dos esforços de mitigação corresponde à transferência de financiamento e tecnologias que permitem aos países em desenvolvimento pularem as fases mais poluidoras do desenvolvimento.

Canada

Actions taken to reduce the impact of disasters in order to protect lives, property and the environment, and to reduce economic disruption.

Activités visant à réduire les impacts de catastrophes pour protéger la vie, les biens et l’environnement, et pour réduire les perturbations économiques. [20]



Dominican Republic

Mitigación: en el contexto del cambio climático, es la intervención humana para reducir las fuentes o aumentar los sumideros de GEI. [21]

Los ejemplos incluyen el uso de combustibles fósiles de manera más eficiente para los procesos industriales o de generación de electricidad, el cambio a la energía solar o eólica, la mejora del aislamiento de los edificios y la ampliación de los bosques y otros “sumideros” para eliminar de la atmósfera mayores cantidades de dióxido de carbono.

El Salvador

Mitigación (reducción): Planificación y ejecución de medidas de intervención dirigidas a reducir o disminuir el riesgo. La mitigación es el resultado de la aceptación de que no es posible controlar el riesgo totalmente; es decir, que en muchos casos no es posible impedir o evitar totalmente los daños y sus consecuencias y sólo es posible atenuarlas. [22]



France

Atténuation: Intervention anthropique pour réduire les sources ou augmenter les puits de gaz à effet de serre (GIEC, 2007). [23]



India

Mitigation: The lessening or limitation of the adverse impacts of hazards and related disasters. [24]



Ireland

Mitigation is a part of risk management and includes all actions taken to eliminate or reduce the risk to people, property and the environment from the hazards which threaten them. [25]


(climate change) Mitigation can be defined as an anthropogenic intervention to reduce the anthropogenic forcing in the climate system; it includes strategies to reduce GHG sources and emission and enhancing greenhouse sinks. [26]



Israel

Peru

Mitigación: Es el resultado de la aplicación de un conjunto de medidas tendientes a reducir el riesgo y a eliminar la vulnerabilidad física, social y económica. [32]



Philippines

Risk Mitigation: Prioritizing, evaluating, and implementing the appropriate riskreducing controls/countermeasures recommended from the risk management process. [33]



Republic of Trinidad & Tobago

The lessening or limitation of the adverse impacts of hazards and related disasters. [34]



Saint Lucia

Mitigation: Structural and non-structural measures undertaken to limit the adverse impact of natural hazards, environmental degradation and technological hazards (from: ISDR). [35]


Mitigation: Measures taken to reduce both the effect of the hazard itself and the vulnerable conditions to it in order to reduce the scale of a future disaster. [36]



South Africa

Mitigation: An anthropogenic intervention to reduce the sources or enhance the sinks of greenhouse gases. [37]



Spain

Mitigación: Intervención humana para reducir las fuentes o incrementar los sumideros de gases de efecto invernadero. [38]



Tanzania

Mitigation: Measures taken to reduce the loss of life, livelihood and property by disaster, either by reducing vulnerability or by modifying the hazard, where possible. [39]



United Kingdom (UK)

Mitigation describes action to reduce the likelihood of an event occurring or reduce the impact if it does occur. [40]

This can include reducing the causes of climate change (eg emission of greenhouse gases); as well as reducing future risk associated with climate change.

United States

DHS
Mitigation is the application of measure or measures to reduce the likelihood of an unwanted occurrence and/or its consequences. [41]
NIST
Prioritizing, evaluating, and implementing the appropriate risk-reducing controls/countermeasures recommended from the risk management process. [42]
NIMS
Activities providing a critical foundation in the effort to reduce the loss of life and property from natural and/or manmade disasters by avoiding or lessening the impact of a disaster and providing value to the public by creating safer communities. [43] Mitigation seeks to fix the cycle of disaster damage, reconstruction, and repeated damage. These activities or actions, in most cases, will have a long-term sustained effect.
NFPA
Activities taken to eliminate or reduce the probability of the event, or reduce its severity or consequences, either prior to or following a disaster/emergency. [44]


Venezuela

Mitigación de riesgos. Proceso de incorporación de defensas o controles preventivos para reducir la gravedad o probabilidad de la consecuencia proyectada de un peligro. [45]



Other Definitions

Ontario (Canada)

Mitigation are actions taken to reduce the adverse impacts of an emergency or disaster. [46]

Such actions may include diversion or containment measures to lessen the impacts of a flood or a spill.

Atténuation: mesures prises afin de réduire les effets d’une situation d’urgence ou d’un sinistre. [46]

Il peut s’agir notamment de mesures de confinement ou de détournement afin de réduire l’impact d’une inondation ou d’un déversement accidentel.

Scotland

Mitigation is an intervention to reduce the anthropogenic forcing in the climate system; it includes strategies to reduce greenhouse gas sources and emission and enhancing greenhouse gas sinks. [47]


Mitigation: The implementation of policies and actions to reduce greenhouse gas emissions and enhance carbon storage. [48]

Limitation of any negative consequence of a particular incident. [49]

ISO 22300:2012(en)

Measures taken to prevent, limit and reduce impact of the negative consequences of incidents, emergencies and disasters.[50]
