UNISDR considers a crisis or emergency as a threatening condition that requires urgent action. Effective emergency action can avoid the escalation of an event into a disaster. Emergency management involves plans and institutional arrangements to engage and guide the efforts of government, non-government, voluntary and private agencies in comprehensive and coordinated ways to respond to the entire spectrum of emergency needs.

Switzerland

Mit einem Notfallmanagement (auch Notfallvorsorge genannt) wird eine Organisation darauf vorbereitet, auf eine Notsituation rasch zu reagieren und diese zu bewältigen. [18]

Im Notfallmanagement werden z. B. die Notfallorganisation, die Alarmierungsabläufe, die schematische Reaktion (Sofortmassnahmen) auf bestimmte Notsituationen und Verhaltensanweisungen festgelegt und geschult sowie die Zusammenarbeit mit den Blaulichtorganisationen dokumentiert. Ziel ist es, im Notfall keine Zeit für unnötige Entscheidungen, Anweisungen und die Zuweisung von Kompetenzen zu verlieren. Im Notfallmanagement steht der Schutz von Leib und Leben im Vordergrund. Da es der Bewältigung von Ereignissen dient, kann es aber auch als Teil des Business Continuity Management (BCM) aufgefasst werden oder als Teil des Krisenmanagements, weil Notsituationen als Ausgangspunkt von Krisen aufgefasst werden können.

Gestion des situations d’urgence: Un plan de gestion des situations d’urgence (aussi appelé mesures de précaution) prépare une organisation à réagir et à maîtriser rapidement une situation d’urgence. [19]

La gestion des situations d’urgence fixe notamment les organisations d’urgence, la transmission de l’alarme, la reaction schématique (mesures immédiates) face à certaines situations d’urgence et indique le comportement à adopter. Elle établit aussi comment se déroule la coopération avec les organisations de premiers secours. Son but est qu’en cas d’urgence, on ne perde pas de temps à prendre des decisions inutiles, à donner des directives ou à attribuer des compétences. La gestion des situations d’urgence vise avant tout à protéger la vie et l’intégrité corporelle. Cependant, puisqu’elle sert à maîtriser les événements, elle peut aussi être conçue comme une partie du système de gestion de la continuité des activités (BCM) ou de la gestion de crise, étant donné que des situations d’urgence peuvent être à l’origine de crises.
