Capability can be viewed as the ability to perform actions. Capability is often used in an interchangeable way with capacity.

Capacity also may be described as capability. Capabilities can help to reduce the likelihood and/or impact of one or more threats. They cover the entire spectrum of prevention, preparation, response, control and recovery.
