European Definitions

European Commission

Infrastructure "refers to physical assets in a wider range of policy areas, including communications, emergency services, energy, finance, food, government, health, education, civil protection, transport or water. Buildings, from private households to schools or industrial installations, are the most common type of infrastructure and the basis for human settlement. [1]

In addition, network infrastructure is crucial for the functioning of today's economy and society, notably infrastructure for energy (e.g. grids, power stations, pipelines), transport (fixed assets such as roads, railways or airports), ICT (e.g. data cables) and water (e.g. water supply pipelines, reservoirs, waste water treatment facilities).

Infrastructure means an asset, system or part thereof, which is necessary for the delivery of an essential service. [2]



RESIN project

The RESIN project [3] gives the following definition:

Infrastructure refers to all public and private facilities which are considered to be necessary for adequate public services and economic development. In most cases, the infrastructure is divided into technical infrastructure (e.g. transport and communications facilities, energy and water supply or wastewater disposal) and social infrastructure (e.g. schools, hospitals, shopping or cultural facilities). [4]

NATO CEP / EAPC

Infrastructure is defined as: The framework of interdependent networks and systems comprising identifiable industries, institutions (including people and procedures), and distribution capabilities that provide a reliable flow of products and services, the smooth functioning of governments at all levels, and society as a whole. [5]

Costa Rica

Infraestructura: Activos de carácter esencial e indispensable cuyo funcionamiento es imprescindible y no permite soluciones alternativas, por lo que su perturbación o destrucción tendría un grave impacto sobre los servicios esenciales. [6]


France

(Unofficial translation) Set of objects, devices and buildings installed for a specific use.

The French original version is:

Installation : ensemble des objets, des dispositifs et des bâtiments installés en vue d’un usage déterminé. [7]


Germany

Infrastructure refers to all public and private facilities which are considered to be necessary for adequate public services and economic development. In most cases, the infrastructure is divided into technical infrastructure (e.g. transport and communications facilities, energy and water supply or wastewater disposal) and social infrastructure (e.g. schools, hospitals, shopping or cultural facilities). Einrichtungen der Verkehrsund Nachrichtenübermittlung, der Energie-und Wasserversorgung oder der Entsorgung) und soziale Infrastruktur (z. B. Infrastructure: is the physical assets, systems, machinery or equipment used to connect computers, it is vital to the State of Kuwait, and in any event, it had been damaged or destroyed, then a serious impact may occur on business of institutions, economy or security of the State. [12]



Mexico

Infraestructura: Conjunto de elementos o servicios que se consideran necesarios para la creación y funcionamiento de una organización cualquiera, es decir, aquella realización humana que sirven de soporte para el desarrollo de otras actividades y su funcionamiento, necesario en la organización estructural de una ciudad. Norway

Peru

Infraestructura: Es el conjunto de estructuras de ingeniería e instalaciones, con su correspondiente vida útil de diseño, que constituyen la base sobre la cual se produce la prestación de servicios considerados necesarios para el desarrollo de fines productivos, políticos, sociales y personales. Scotland

Infrastructure: The physical and technical facilities, and fundamental systems necessary for the economy to function and to enable, sustain or enhance societal living conditions. [18]



South Africa

Switzerland

Infrastrukturen: Der Sammelbegriff Infrastrukturen umfasst Einrichtungen und Organisationen, welche Dienstleistungen und Produkte für die Gesellschaft, die Wirtschaft und den Staat liefern. [21]

The framework of interdependent networks and systems comprising identifiable industries, institutions (including people and procedures), and distribution capabilities that provide a reliable flow of products and services essential to the defense and economic security of the United States, the smooth functioning of government at all levels, and society as a whole; consistent with the definition in the Homeland Security Act, infrastructure includes physical, cyber, and/or human elements. [25]
