Civil contingency refers to risks to civilian health, safety, and property from emergencies as defined in the Civil Contingencies Act (2004) [1].

Contingency is a potential occurrence that is likely but not certain to happen. [2]
NERC
The unexpected failure or outage of a system component, such as a generator, transmission line, circuit breaker, switch or other electrical element. [3]
