[Dutch] Veiligheidsketen: het samenhangend geheel van de schakels pro-actie, preventie, preparatie, repressie en nazorg voor wat betreft brandweerzorg en rampenbestrijding. [1]


De veiligheidsketen [2]:

  • Pro-actie betreft het voorkomen van structurele oorzaken van onveiligheid, zoals op het terrein van ruimtelijke ordening en infrastructuur;
  • Preventie is erop gericht om de risico's zo klein mogelijk te houden en de gevolgen van eventuele ongevallen te beperken, bijvoorbeeld door het stellen van eisen in vergunningen voor bedrijven en evenementen;
  • Preparatie omvat de voorbereiding op de bestrijding van crises;
  • Respons betreft de daadwerkelijke reactie op crises;
  • Nazorg staat voor zaken als zorg voor slachtoffers, financiële afwikkeling, evaluatie en verantwoording.

The full security incident management cycle encompasses the following seven elements:

  • Pro-action, the structural removal of insecurity and dangerous situations.
  • Prevention, actions to avoid an incident or to intervene to stop an incident from occurring.
  • Preparation, the planning, training and exercising.
  • (Incident) Response, activities in response to the immediate and short-term effects, and to prevent further damage after an incident occurs.
  • Recovery
  • Aftercare: mitigate the psycho-sociological impact of an incident to (parts of) the population, and (optionally) incident reporting and the identification of the lessons identified)

In case of a (possible) deliberate act in parallel when a (potential) incident occurs:

  • forensic analysis, criminal investigation, and the prosecution of suspects.
