IMPROVER project
The IMPROVER project [1] gives the following definition:
The process of comparing the results of Resilience Analysis with criteria or objectives to determine whether resilience level is acceptable and to identify areas for improvement. [2]

Resilience Evaluation is the overall activities of modelling and analysis of critical infrastructure system aimed to evaluate the ability to prevent, absorb, adapt, and recover from a disruptive event, either natural or man-made. [3]
