The DIESIS project [1] gives the following definition:

The federation may include additional components like logging tools, a graphical user interface for controlling the federation, visualisation tools and more.
HLA context
A set of simulations, a common federation object model, and a supporting Run Time Interface (RTI), that are used together to form a larger model or simulation.
