France

Refer to the French definition of Critical Infrastructure.

Germany

Vital services (in Deutsch: Kritische Dienstleistungen) are important, sometimes essential goods and services for the population. An impairment of these vital services would cause significant shortage of supply, disruptions to public order, safety and security or other comparable dramatic consequences. [1]

United Kingdom

Essential Services: Services upon which daily life in the UK depends. The 9 sectors who offer essential services are: food, energy, water, communications, transport, health, emergency services, government, and finance.[2]

See also the definition of Critical National Infrastructure.
