The US Presidential Policy Directive 21 (PPD-21): Critical Infrastructure Security and Resilience[1] designated a Federal department or agency with responsibility for providing institutional knowledge and specialized expertise as well as leading, facilitating, or supporting the security and resilience programs and associated activities of its designated critical infrastructure sector in the all-hazards environment.

More specifically, the following SSAs have been appointed:

  1. The Department of Homeland Security is designated as the Sector-Specific Agency for the Chemical Sector.
  2. The Department of Homeland Security is designated as the Sector-Specific Agency for the Commercial Facilities Sector.
  3. The Department of Homeland Security is designated as the Sector-Specific Agency for the Communications Sector.
  4. The Department of Homeland Security is designated as the Sector-Specific Agency for the Critical Manufacturing Sector.
  5. The Department of Homeland Security is designated as the Sector-Specific Agency for the Dams Sector. The Dams Sector comprises dam projects, navigation locks, levees, hurricane barriers, mine tailings impoundments, and other similar water retention and/or control facilities. Dams are vital to the nation's infrastructure and provide a wide range of economic, environmental, and social benefits, including hydroelectric power, river navigation, water supply, flood control, and recreation.
  6. The Department of Defense is designated as the Sector-Specific Agency for the Defense Industrial Base Sector.
  7. The Department of Homeland Security is designated as the Sector-Specific Agency for the Emergency Services Sector.
  8. The Department of Energy is designated as the Sector-Specific Agency for the Energy Sector.
  9. The Department of Treasury is designated as the Sector-Specific Agency for the Financial Services Sector.
  10. The Department of Agriculture and the Department of Health and Human Services are designated as the Co-Sector-Specific Agencies for the Food and Agriculture Sector.
  11. The Department of Homeland Security and the General Services Administration are designated as the Co-Sector-Specific Agencies for the Government Facilities Sector.
  12. The Department of Health and Human Services is designated as the Sector-Specific Agency for the Healthcare and Public Health Sector.
  13. The Department of Homeland Security is designated as the Sector-Specific Agency for the Information Technology Sector.
  14. The Department of Homeland Security is designated as the Sector-Specific Agency for the Nuclear Reactors, Materials, and Waste Sector.
  15. The Department of Homeland Security and the Department of Transportation are designated as the Co-Sector-Specific Agencies for the Transportation Systems Sector.
  16. The Environmental Protection Agency is designated as the Sector-Specific Agency for the Water and Wastewater Systems Sector.
