European Definition

[EN] Preparedness means a state of readiness and capability of human and material means, structures, communities and organisations enabling them to ensure an effective rapid response to a disaster, obtained as a result of action taken in advance. [1]

Preparedness action is carried out within the context of Disaster Risk Management and aims to build the capacities needed to efficiently manage all types of emergencies and achieve orderly transitions from response through to sustained recovery. Preparedness is based on a sound analysis of disaster risks and good linkages with early warning systems, and includes such activities as contingency planning, stockpiling of equipment and supplies, the development of arrangements for coordination, evacuation and public information, and associated training and field [[exercise|exercises]]. These must be supported by formal institutional, legal and budgetary capacities. The related term “readiness” describes the ability to quickly and appropriately respond when required.

Ontario (Canada)

Preparedness is defined as actions taken prior to an emergency or disaster to ensure an effective response. [35]

These actions include the formulation of emergency response plans, business continuity/continuity of operations plans, training, exercises, and public awareness and education.
