Council of Europe

Disaster is the impact of a natural event upon a vulnerable community resulting in disruption, damage and casualties, which cannot be relieved by the unaided capacity of locally, mobilised resources. [1]



EU Civil Protection Mechanism

Disaster means any situation which has or may have a severe impact on people, the environment, or property, including cultural heritage. [2]

Disaster impacts may include loss of life, injury, disease and other negative effects on human physical, mental and social well-being, together with damage to property, destruction of assets, loss of services, social and economic disruption and environmental degradation.

Argentina

Catástrophe: suceso adverso que altera gravemente el orden regular de la sociedad y su entorno. [17]

A intensidade de um desastre depende da interação entre a magnitude do evento adverso e o grau de vulnerabilidade do sistema receptor afetado. Normalmente o fator preponderante para a intensificação de um desastre é o grau de vulnerabilidade do sistema receptor.

The General Civil Protection Plan "Xenocrates" classifies the following type of disasters:
