European Union

Contingency planning is a key element of the CIP process so as to minimize the potential effects of a disruption or destruction of a critical infrastructure. The development of a coherent approach to the elaboration of contingency plans addressing such issues as the participation of owners/operators of critical infrastructure, cooperation with national authorities and Information Sharing among neighbouring countries should form an important element of the implementation of the European Programme for Critical Infrastructure Protection (EPCIP). [1]

A management process that analyses specific potential events or emerging situations that might threaten society or the environment and establishes arrangements in advance to enable timely, effective and appropriate responses to such events and situations. [2]

Contingency planning results in organized and coordinated courses of action with clearly identified institutional roles and resources, information processes, and operational arrangements for specific actors at times of need. Based on scenarios of possible emergency conditions or disaster events, it allows key actors to envision, anticipate and solve problems that can arise during crises. Contingency planning is an important part of overall preparedness. Contingency plans need to be regularly updated and exercised.

Contingency Plans are/contingency planning is:
- The establishment of emergency response, back up operation, and postdisaster recovery processes maintained by an information processing facility or for an information system.

- Establish the strategy for recovering from unplanned disruption of information processing operations. The strategy includes the identification and priority of what must be done who performs the required action, and what tools must be used.

- A document, developed in conjunction with application owners and maintained at the primary and backup computer installation, which describes procedures and identifies the personnel necessary to respond to abnormal situations such as disasters. Contingency plans help managers ensure that computer application owners continue to process (with or without computers) mission-critical applications in the event that computer support is interrupted.
